Felony Friday: June 14, 2024

This is a roundup of felony charges filed between June 10-14, 2024, by the Clark County Prosecutor’s Office. Some defendants may also have misdemeanor charges against them, but they are not included here. The following names and charges, which are contained within public documents, are gathered from online court records available through ARCourts. Defendants are presumed innocent until proven guilty. Here’s a rundown of felony cases filed this week:

State vs. Matthew T. Moore. Possession of a Schedule I/II Controlled Substance (methamphetamine); Possession of Drug Paraphernalia to Ingest, Inhale, Etc. Class D felonies. Prosecutor: Greg Vardaman. Defense: Not listed. According to a probable cause affidavit, 37-year-old Moore, of Amity, was under active supervision with Arkansas Probation and Parole when he was paid a home visit on May 20, 2024. A probation officer met Moore outside near his vehicle and searched it, finding a loaded syringe that had been previously used. A crystalline substance inside the syringe tested positive for methamphetamine.

State vs. Ricky Ray Provence II. Domestic Battering-2nd Degree. Class B felony. Prosecutor: Greg Vardaman. Defense: Clinton DeWitt. A 911 call made at 4 a.m. April 8, 2024, summoned Amity police to a home at 423 W. Thompson St., where a resident reported that Provence, 22, was “fighting everyone in the house.” A probable cause affidavit notes three individuals suffered minor injuries. The arresting deputy made contact with Provence on the same date and transported him to the Clark County Jail, where he was initially held for continued detention.

State vs. Anthony Rashae Leeper. Unauthorized use of Property to Facilitate Crime, Class B felony; Possession of a Schedule VI Controlled Substance with Purpose to Deliver, Class C felony. Prosecutor: Dan Turner. Defense: Not listed. An indictment notes that Arkadelphia police and Group 6 Narcotics agents executed a search warrant Feb. 9, 2024, at Leeper’s apartment on Lark Place on the same day of a complaint that the 30-year-old Leeper had brandished a firearm at a sanitation worker. The search warrant turned up a “large” bag containing marijuana, as well as a digital scale, glass pipe, vacuum bags and $19,458 in cash. A total of 17.97 ounces of marijuana was seized from the apartment.

State vs. Dazjoun Lamar Osborne. Failure to Appear. Class C felony (habitual). Prosecutor: Dan Turner. Defense: Not listed. Osborne, 28, of Gurdon, reportedly failed to appear at a mandated appearance in Clark County Circuit Court on June 11.

State vs. Garrick Jackson. Possession of a Firearm by a Certain Person. Class D felony. Prosecutor: Dan Turner. Defense: Not listed. Jackson, 45, of Jonesboro, was pulled over on the night of May 27, 2024, at the 59 mile-marker of Interstate 30 for a defective head lamp. The state trooper conducting the stop discovered that Jackson was driving with a suspended license. With no one available nearby to drive him from the scene, the trooper called for a wrecker and offered to give him a lift to the nearby Love’s truck stop in Prescott; while waiting on the wrecker the trooper, Seth Smedley, inventoried the vehicle and located a handgun in the vehicle’s glove compartment. A criminal history revealed that Jackson had a felony conviction in 2003 in Mississippi County. Jackson was given a lift to the Clark County Jail for booking.

State vs. Macarthur Lee Reed Jr. Possession of a Schedule I/II Controlled Substance (methamphetamine); Possession of Drug Paraphernalia to Ingest, Inhale, Etc. Class D felonies. Prosecutor: Dan Turner. Defense: Not listed. Deputy Steven Holt conducted a traffic stop May 31 and located “multiple narcotics-related items” during a search of the vehicle, which was reportedly displaying fictitious tags on Highway 7 near Caddo Valley. Reed, 51, of Arkadelphia, had a suspended driver’s license and was on active supervision with Arkansas Probation and Parole. A search of his person revealed a marijuana, methamphetamine, and a search of the vehicle turned up a glass pipe.

State vs. Ethan Tanner Fagan. Distributing/Possessing or Viewing Matter Depicting Sexually Explicit Conduct Involving a Child (30 counts). Each count is a Class C felony. Prosecutor: Dan Turner. Defense: Tylar C.M. Tapp III. On April 27, 2024, Special Agent Christopher Harper of Arkansas State Police initiated an investigation after receiving a cyber tip from the National Center for Missing and Exploited Children; the tip was a result of the uploading of child sexual abuse material to an electronic service provider. The IP address was used to upload 7 videos and 18 photos between March 15 – April 26. The electronic service provider, Medialab, submitted 25 files, of which 6 Harper reviewed on April 29. Each file contained a video showing prepubescent females, some of whom were performing sexual acts on adult men. One file contained a computer-generated (Artificial Intelligence) photo depicting nude prepubescent females whose faces are known to the suspect. A subpoena for information led Harper to a physical address in Amity. An April 30 review of data collected from a search warrant contained more than 100 images and videos that were child sexual abuse material. Of those, Harper reviewed on image file showing two people engaged in a sexual encounter; Fagan’s face was implanted on the male. 

State vs. H’Kavona Venquell Morris. Theft of Property – Credit/Debit Card or Account Number; Fraudulent Use of a Credit/Debit Card (between $1,000-$5,000). Both Class D felonies. Prosecutor: Dan Turner. Defense: Clinton Mathis. Arkadelphia police were summoned on May 1, 2024, to Mary & Martha’s Florist & Gifts for a complaint of a stolen wallet with credit cards actively being used at Arkadelphia Walmart. Officers went to Walmart but the suspects had already left; however, a review of surveillance footage showed two black females who fit the description of those who had been at the florist shop earlier. The wallet’s owner was bilked of nearly $3,800 in card charges and $300 in cash. On May 4 Morris, 35, of Little Rock, and another female were pulled over in Rockwall, Texas. A probable cause search of the vehicle revealed a credit card bearing the victim’s name. Rockwall authorities made contact with the card’s owner, who connected them with local investigators. The second female, named in the affidavit, has not been charged in connection with the theft.
