A Clark County man is facing multiple counts of child porn possession following an investigation by Arkansas State Police.
James Virgil Parks, 38, of Amity, was jailed Feb. 11, 2025, on initial police charges of 50 counts of Possession of Child Sexual Abuse Material.
According to a probable cause affidavit, Parks became the target of an investigation in early February when an agent of ASP’s Internet Crimes Against Children task force was assigned to numerous cybertip cases linked to Parks’s IP address.
Parks reportedly used SnapChat and Kik to view videos of prepubescent females, ranging in age from toddler to 10 years old, engaging in sexual acts with adult males; at least two videos reviewed by the investigator depicted an adult female engaged in the acts.
Both Snapchat and Kik had submitted reports to the National Center for Missing and Exploited Children, which prompted the investigation.
ASP agents executed a search warrant at Parks’s Amity residence in search of any electronic devices, reportedly finding a cell phone in a spare room that had been “destroyed”, according to the affidavit.
Parks remained in custody at the Clark County Detention Center on Monday, Sheriff Jason Watson confirmed. His bond was set at $250,000.
Parks is registered as a Level 3 sex offender in Arkansas. According to online court records, he was sentenced to 3 years in prison for Internet Stalking of a Child, charges that stemmed from a 2010 case in which Parks tried soliciting a Van Buren teen into sexual intercourse. At the time of his 2025 arrest Parks was serving a 5-year probation sentence in Clark County for a 2022 conviction for failing to report his address in a timely manner.
