Clark County inmates held in the Arkansas prison system

As of July 1, 2024, there were 337 people listed as Clark County inmates by the state Department of Corrections website.

Six additional Clark County inmates were added since June. The inmates are distributed among several institutions throughout the state.

There are 22 Clark County inmates serving life sentences or life without parole.

The total includes 317 men and 20 women. There are 168 white inmates, 164 black inmates and five of other races.

The following Clark County inmates have a parole- or transfer-eligible date in July 2024, although there are several factors that could affect any individual release for months or years.

Russell Armstrong, 66, is serving a 3-year sentence at the Randall L. Williams Correctional Facility in Pine Bluff. He was convicted and sentenced in January on charges of possession of a controlled substance with purpose to deliver and possession of drug paraphernalia. Armstrong, of Bartesville, Oklahoma, was arrested by the Gurdon Marshal’s Office during a traffic stop near US Highway 67 and Arkansas Highway 53. A search of the vehicle revealed 16 grams of methamphetamine and paraphernalia. Armstrong’s passenger, Jimmy Johnson, was similarly charged when police found 2.5 grams of meth on his person, according to a probable cause affidavit.

Stanley Anthony Michael Gill, 23, is serving on the Ouachita County Waiting List to serve a 1-year sentence for a May conviction of fleeing. After fleeing from authorities during a Pike County traffic stop, the Bridgeport, Connecticut, man led an Arkansas state trooper on a high-speed chase along Highway 53 before losing control of his vehicle at the curved entrance ramp onto I-30 at the Gurdon exit. Gill and a passenger, Malik Smith, of Indiana, were taken into custody after a collision with the guardrail. A third subject in the vehicle had been taken into custody during the Pike County traffic stop. Thirty-six months of Gill’s sentence was suspended imposition.

Alvin James Jemison, 30, is serving a 15-year sentence in Mississippi County Work Release Center in Luxora. He was convicted in 2020 on charges of possession with purpose to deliver meth/cocaine/heroin (between 10-200 g), unauthorized use of property to facilitate a crime and possession of drug paraphernalia. Jamison, of Gurdon, was the target of a December 2019 drug bust in which narcotics agents used an informant to make controlled buys of methamphetamine. A total of 75.1 grams of meth were seized in the raid.

Robert W. Johnson, 50, is serving a 5-year sentence at the Ouachita River Correctional Unit in Malvern for an August 2023 conviction of possession of a firearm by a certain person. He also pleaded guilty to possession of a controlled substance and possession of drug paraphernalia. Johnson’s charges came after a home visit by his probation officer, admitting to him that he was in possession of a rifle and a black powder pistol, as well as paraphernalia and meth weighing 0.2 grams.

Scott Mattingly, 62, is on the Sevier County waiting list awaiting a 6-year sentence for drug and fleeing charges in Miller and Sevier counties. Mattingly has a 1993 felony conviction in Clark County of residential burglary.

Jorge A. Ponce-Garcia, 25, is on the Clark County waiting list to serve a 14-month sentence for possession of a firearm by a certain person. Ponce-Garcia was arrested by Arkadelphia police during the early morning hours of Feb. 12, 2024, at the Hemphill Road boat ramp following a report of a suspicious idling van. An officer discovered that Ponce-Garcia, of Little Rock, had an active warrant from Bryant, and a search of the vehicle yielded a loaded 9mm pistol beneath the driver’s seat. It was then that a dispatcher advised the arresting officer that Ponce-Garcia had previous felony convictions. Sixty months of his sentence were suspended.

Zykeea A. Todd, 32, is serving a 6-year sentence at the Ouachita River Correctional Facility in Malvern. He was convicted in March 2023 for possession with purpose to deliver a controlled substance and simultaneous possession of drugs and firearms. Todd and a female, Ferderria Cook, were arrested at a North 15th Street residence in June 2022 after execution of a search warrant yielded more than 500 grams of marijuana, as well as a loaded .38 caliber revolver and an assortment of painkillers. Seventy-two months of Todd’s sentence was suspended.

Austin Warren, 24, is serving an 8-year sentence at the Mississippi County Work Release Center. He was sentenced in February 2023 for drug charges in Hot Spring County. Warren served probation in Clark County in 2020 following convictions of battery and criminal use of a prohibited weapon.
