ARKADELPHIA — A Pulaski County man faces local felony charges of sexual misconduct in a case dating back seven years ago.

Authorities say 42-year-old Charles E. Nelson Jr., of Little Rock, molested a juvenile as she lay “asleep”, according to a probable cause affidavit filed in Clark County on Wednesday, Sept. 14, 2022.

The victim reportedly told a forensic interviewer that the assault occurred in 2015, saying Nelson touched her while he “thought she was sleeping,” the affidavit states. She noted during the Crimes Against Children interview that the incident happened in Arkadelphia.

Nelson has been in custody at the Clark County Detention Center since his July 22 arrest, and remains incarcerated on a $75,000 bond. This week he was formally charged with second-degree sexual assault, a Class B felony; prosecutors are seeking an enhanced sentence as an habitual offender, with a prison sentence of five to 50 years if convicted.

According to court records, Nelson has a history of felony drug convictions dating to 1998 — he was 17 at the time of his first felony charge — and one felony conviction of second-degree battery from 2016.
