The following is a paid advertisement from the candidate.
My name is Fred Phillips, and I am running for Justice of the Peace to represent District 2 on the Clark County Quorum Court.
My wife, Rose, and I moved to Arkadelphia in 1994. I began my local career as a Project Engineer for Carrier Corp, helping bring the Scroll Compressor plant online, before founding a business in 1999 that expanded across four states. Ultimately selling the company in 2019, during that period I also served eight years on the Board of Directors for an Olympic sport, managing policy, budgets, logistics, and personnel.
In 2016, I joined the Sheriff’s Office as a part-time deputy before transitioning to full-time in 2018. Over the course of my service, I advanced to Sergeant, Jail Captain, and Director of the Clark County Emergency Communication Center, where I oversaw the consolidation of the Arkadelphia Police Department and Sheriff’s Office 911 dispatch centers. Throughout my leadership of both the jail and the 911 center, I held ongoing budgetary responsibility.
Throughout my tenure, I have also assisted Sheriff Watson with community programs for local schools and civic organizations within Clark County, which I continue to do today. These roles provided me with extensive experience in community outreach, county budgeting, personnel management, and policy implementation. Additionally, I received the State of Arkansas Invictus Award for actions above and beyond the call of duty during an incident on I-30 in October 2024.
Additionally, my family and I have been members of First United Methodist Church since 1995. My community involvement includes co-chairing a committee for the Clark County Strategic Plan, authoring and administering nearly $1 million in grants to build the 30-mile Iron Mountain trail system, and helping bring multiple USA Triathlon and USA Cycling National Championship events to Clark County.
My combined background in business, county government, and community leadership has prepared me to serve District 2 effectively.
Thank you for your time and consideration. I respectfully ask for your vote, and please feel free to reach out if you have any questions or concerns.
Best regards,
Fred Phillips
