During the Sept. 14 meeting of the Clark County Quorum Court, County Judge Troy Tucker and Justice of the Peace Jenna Scott exchanged heated words over health insurance packages offered to county employees. There was no context provided ahead of the exchange. At times, the two talked over one another. The following is a transcript of the argument between Tucker and Scott:
Jenna Scott: I would like to go on record to say that our county judge could have saved the county more than $185,000 while lowering the deductible for our employees from $1,500 to $1,200. By electing to stay with the Hatcher Agency, our employees have to choose between a deductible increase to $2,500 or pay $61.70 a month to keep the $1,500 deductible. With the issues that we have had with the Hatcher Agency, this is especially concerning to me.
Troy Tucker: Thank you so much, Justice Scott, for bringing that to everyone’s attention. Justices, I talked to every single one of you before I made this decision, if you recall, and I didn’t make the decision without talking to every justice on this court, with the exception of you [Jenna Scott], and I didn’t [talk to] you, because you put it in the form of an email. We are not comparing apples to apples. And it’s very important when we do that, that we know what we’re doing when we’re comparing insurance. So for the record, Madam Clerk [Tracy Pruitt], make sure that you know, that all justices were contacted and we discussed this before that decision was made.
Jenna Scott: Except me.
Troy Tucker: You’re right, but you did it through email. We don’t usually have to contact you. You make your …
Jenna Scott: But you did have the option of going with another company and saving us $185,000 a year.
Troy Tucker: That is not true. That is not true.
Jenna Scott: That is true.
Troy Tucker: I have a message on my phone from the person that you’re referring to, that would not quote our insurance unless we make them agent of record.
Jenna Scott: Which you refused to do.
Troy Tucker: And then they came back and sent me a phone message that said he was not going to quote it because we wouldn’t make them agent of record. I wasn’t changing the agent of record.
Jenna Scott: Because you kept taking their quote and going to competition and getting lower rates and not going with them.
Troy Tucker: Who contacted the people you’re talking about, Justice Scott?
Jenna Scott: I have no idea.
Troy Tucker: I did. I did. To me, I didn’t have to do that, but I did, because I wanted to give them the opportunity, and they chose not to. So you don’t know what you’re talking about, for the record.
Jenna Scott: I do know exactly what I’m talking about. I do.
Troy Tucker: I don’t think you do.
Jenna Scott: I do.
Troy Tucker: I’m not gonna argue with you.
Jenna Scott: You are arguing with me!
Troy Tucker: Just so you do know, I’m the one that reached out to them.
Jenna Scott: We’re disappointed.
Troy Tucker: I’m not disappointed.
Jenna Scott: You had the opportunity to save the county a lot of money and lower the deductible for all of the employees, and you did not do it. I’m disappointed.
