Dispatch Desk: Unhappy customer has meltdown over ice

The following incidents were gathered from reports filed June 22-28, 2026, at the Arkadelphia Police Department and Clark County Sheriff’s Office. Arrested or cited individuals are presumed innocent until found guilty in a court of law. The Arkadelphian does not withhold names, so don’t even think about asking.

Monday, June 22

11:13 a.m.
An officer heard a civil complaint over the legal ownership of a vehicle that is in probate.

Juvenile report: 3rd-degree battery

4:11 p.m.
Police were called to Walmart for a store complaint of a customer who stole an associate’s cellular work device and attempted to sell it at the EcoATM in the store’s foyer. The suspect then got into a vehicle and was leaving the parking lot as an officer arrived. Contact was made with the suspect driver, Latoya Wilson, 34, of Arkadelphia. Wilson said she found the device in a shopping cart as she exited the restroom, and asked an associate who it belonged to before trying to cash it in. Based on the information obtained during the police investigation, Wilson was arrested on the charge of theft of property. She was additionally cited for driving without a license.

8:33 p.m.
Responding to a complaint of a reckless driver on West Pine Street, an officer observed the suspect vehicle and followed it for several blocks, ultimately making a traffic stop on South 26th Street. The officer smelled marijuana emitting from the vehicle, and the driver, Seth Golden, 20, of Arkadelphia, exhibited signs of intoxication. Failing a series of field sobriety tests, Golden was arrested for driving while under the influence of drugs. The discovery of marijuana during a subsequent search of the vehicle resulted in the additional charge of marijuana possession.

Wednesday, June 24

8:30 p.m.
Officers were requested at Beene’s Towing & Recovery for a complaint of a tractor-trailer driver attempting to turn around in their lot and striking a pair of the company’s wreckers, ultimately becoming stuck in the lot during the attempt. Contact was made with the driver, Michael James Spearman, 29, of Dallas, Texas, and an officer smelled marijuana upon his approach of the semi. A search yielded a small amount of the substance, and Spearman was arrested for possession of a controlled substance. The proprietor of the wrecker service found no damage to his vehicles at the time of the report.

Thursday, June 25

2:46 a.m.
Officers responded to a domestic disturbance at a Robin Lane residence. Taking statements from and observing physical injuries on both parties, police arrested both Bobby Tyrone Scaggs, 49, and Emily Marie Scaggs, 41, for 3rd-degree domestic battery.

Felony incident still under investigation: Shoplifting > $1,000, 2727 Caddo St.

5:03 p.m.
Police were called to Mcdonald’s, 3114 Pine St., where a customer was not Lovin’ It because the restaurant had taken her order without informing they were out of ice. Having heard the irate customer threaten to set the establishment ablaze, management demanded her arrest, but because the officer didn’t bear witness to the remark, no arrest could be made. A report was generated to aid the manager in filing charges through the city attorney’s office. The customer and her wife were instructed not to return to the establishment.

Friday, June 26

12:42 a.m.
Patrolling North 10th Street, an officer observed a non-moving violation on a northbound vehicle, and made a traffic stop near the Old Military Road intersection. Getting a whiff of marijuana while conversing with the driver, 21-year-old Tyzaiian Bufford, of Benton, consent was given to search the vehicle, allowing the officer to find THC vapes and 2 grams of marijuana. Bufford was arrested for possession of a Schedule VI controlled substance, driving without a license and defective equipment. 

1:23 p.m.
A South 2nd Street man reported the theft of his brand-new cell phone, which he’d left outside while barbecuing and returned an hour later to notice it gone.

An officer heard separate reports from an estranged couple who had an altercation at Nowlin Pond.

3:30 p.m.
A female reported the violation of a no-contact order by a known male.

2:56 a.m.
Police were called to Nightingale Nursing Home, 2701 Twin Rivers Dr., for a resident’s complaint that he had been assaulted. Officers observed no physical evidence to corroborate the claim.

5:20 p.m.
Observing a vehicle displaying an outdated registration sticker, Cpl. Destinay Bishop attempted a traffic stop at 10th and Caddo streets. The driver, later identified as Eldaryl Dwayne Palmer, 53, ultimately came to a stop at his residence at 112 Clay St. Palmer exited his vehicle and approached Bishop’s patrol unit in an irate manner, prompting Bishop to exit her vehicle and draw her service weapon, instructing Palmer to comply with her directions to face away from her and place his hands on his vehicle. Palmer complied and was arrested for fleeing, driving with a suspended license, no liability insurance, expired tags and violation of interlock device.

Monday, June 22

7:35 p.m.
Observing an item hanging from a driver’s rearview mirror, a deputy conducted a traffic stop on US Highway 67 near its junction with Matlock Road. The driver, Michael Donnelle Phillips, 37, of Hope, was unable to provide a valid license, and a search of his person led to the discovery of a small amount of marijuana. A further search of the vehicle yielded a half-smoked joint and other paraphernalia. Phillips was arrested for driving with a suspended license, possession of a Schedule VI controlled substance and possessing instruments of crime.

Tuesday, June 23

10:55 p.m.
A deputy responded to Holiday Inn, 7 Frost Road, for a welfare check on a woman who unsuccessfully tried booking a room and was now lying face down in the parking lot. Upon arrival the deputy was directed to an ARDOT truck occupied by a driver and the female in question, later identified as Robyn Lauren Riddell, 42, of Little Rock. Upon making contact at the truck, the odor of intoxicants was immediately evident. The ARDOT driver relayed that he didn’t know the female but was able to get her into his truck after seeing her lying on the parking lot. Riddell, who displayed evidence of intoxication and didn’t know where she was, appeared shocked when the deputy informed her she was in Caddo Valley. Unable to walk straight outside the vehicle, Riddell was taken into custody on the charge of public intoxication, and the driver was released to return to his hotel room.
