El Dorado man dies in car crash with cow; Hot Springs pedestrian killed

Two South Arkansas residents died Wednesday, Sept. 17, 2025, in separate vehicular crashes

Early Wednesday morning, Sept. 17, a pedestrian was in the roadway on U.S. Highway 70/270 in Hot Springs near the 7 off ramp when he was struck by a westbound Kenworth, according to a preliminary fatal crash summary.

The deceased pedestrian was identified as 38-year-old Dustin Lloyd Rowland, of Hot Springs. Rowland’s body was taken to the Garland County Coroner’s Office.

The report does not name the driver of the Kenworth.

Hot Springs Police Department Officer Shawn Lowrey, who investigated the scene, noted clear skies and dry roads at the time of the incident, noted as 1:47 a.m.

A one-car collision with livestock in Union County later that same day left an El Dorado man dead.

Kenneth M. Parker, 31, was traveling east on U.S. Highway 82 when he drove into a cow. Parker was driving a 2010 Nissan Altima, which left the roadway and struck a ditch after hitting the cow. The accident happened near the intersection with Colonel Jerry Road, about midway between El Dorado and Strong.

Parker’s body was taken to the Union County Morgue.

Investigating Arkansas State Trooper Victor Meza noted clear skies and dry roads at the time of the collision, at 10:30 p.m.
