Clark County inmates with a parole/transfer date in February

As of Jan. 31, there were 327 people listed as Clark County inmates by the state Department of Corrections website

There are three more Clark County inmates in the state prison system in February compared to January. The inmates are distributed among several institutions across the state.

The total includes 306 men and 21 women. There are 169 black inmates, 153 white inmates and five of other races.

The following Clark County inmates have a parole- or transfer-eligible date in February 2024, although there are several factors that could affect any individual release for months or years.

David Lenard Bailey, 34, is serving a 4-year sentence at the Ouachita River Correctional Unit in Malvern. Theft and breaking or entering charges in Pulaski County revoked the parole terms on a 2019 Clark County case in which officers found cocaine in Bailey’s possession. Bailey had driven into a ditch on Highway 8 west of Arkadelphia, prompting police response to the location; he ultimately fled from officers on foot through Unity Cemetery before he was apprehended.

Ethan Balch, 36, is serving a 3-year sentence at the Tucker Unit for a 2023 conviction of failure to register as a sex offender. Balch, a Level 2 offender registered in Clark County, failed to complete requirements of registration validation within 5 days of the scheduled due date. Balch had been convicted of the same charge in 2022.

Charles P. Harris, 46, is serving a 35-year sentence at the Delta Regional Unit in Dermott for a pair of 2023 convictions in Washington County for second-degree battery and possession of a firearm by a certain person. His rap sheet includes a pair of 2008 convictions in Clark County for manufacture/delivery/possession of a controlled substance-meth.

Dallas Hartley, 46, of Prescott, is serving a 22-year sentence at the Pine Bluff Re-entry Center for the 2018 convictions in Clark County of commercial burglary, theft of property and breaking or entering. According to court documents, Hartley and William “Billy” Bailey were responsible for the theft of numerous items at the now-defunct Rowdy Adventures zip line park in Okolona. Among the items stolen were a large gun safe, motorized kayaks, tools and meat smokers. Hartley was also convicted that year for 2017 charges of first-degree battery and failure to stop after an accident with injury in Nevada County, where on Highway 24 Hartley had run over a known male, pinning the victim between the vehicle and a tree before striking and kicking him.

Ja’Rhealin Ty’Shon Heyward, 20, is serving an 8-year sentence at the Grimes Unit in Newport for a 2022 conviction of a terroristic act committed that year in Arkadelphia. Heyward shot several rounds into a residence and vehicle on North 27th Street in a drive-by shooting. Five rounds struck and entered the residence, and six rounds struck a vehicle parked there.

Joshua Bronson Williams, 32, is serving a 6-year sentence at the East Arkansas Regional Unit in Brickeys for a 2022 conviction of possession of a controlled substance with purpose to deliver. Williams was arrested at Feaster Park in Arkadelphia after an officer checked on an occupied vehicle and found Williams to be in possession of 8.11 grams of methamphetamine and an ecstasy pill.
