The following incidents were gathered from reports filed at the Arkadelphia Police Department and Clark County Sheriff’s Office. Names of arrested individuals were collected at the Clark County Detention Center on Crittenden Street in Arkadelphia. They are presumed innocent until found guilty in a court of law. The Arkadelphian does not withhold names from the arrest log, so don’t even think about asking.

Wednesday, July 23

Felony incident still under investigation: Financial identity fraud, no location listed

4:36 p.m.
Officers were called to Ivan Smith Furniture, 2750 Pine St., Suite 1, for a report of a man lying unconscious on the sidewalk. Police would later identify the man as 46-year-old Richard Muriel Hughes, of Little Rock. Near him was a backpack containing a large can of malt beverage. Upon waking Hughes, he had slurred speech, struggled to stand and was unsteady on his feet. Admitting he had drank the beverage en route to Pine Plaza from Pioneer Inn, coupled with the odor of alcohol emanating from his person and his impaired behavior, Hughes complied to an officer’s request for a breath sample, which yielded in a result of 0.101% BAC. Hughes was arrested at the scene for public intoxication and transported to the county jail.

4:47 p.m.
Walmart requested officers for a complaint of a trespasser. Upon arrival, police met Kiasia Shaquanicole Buford, 25, of Arkadelphia, as she was being detained in the store’s asset protection office. An officer was provided with a ban form, dated May 2025, prohibiting Buford from Walmart properties for two years. Buford was presented with a lifetime ban and a citation for criminal trespass.

2:03 p.m.
An officer took a man’s complaint of terroristic threatening by a known male who provided an audio recording of a threat being made. He was advised of affidavit procedures.

11 p.m.
Officers were called to a domestic disturbance at Carpenter Hill Apartments, 670 S. 6th St., where a man who said he has multiple personalities became the Marvel Comics villain “Venom” when a female grabbed him by the shirt. The female showed no signs of visible injuries from the disturbance, and did not wish to pursue charges. The male left the scene in the care of ambulance personnel.

Sunday, July 27
5:47 a.m.
Officers were dispatched to the 200 block of North 23rd Street for a report of an intoxicated female running naked into the woods. Police arrived to find a male and female in a verbal dispute. The pair were separated and questioned, with the female, 24-year-old Courtney Ryanda Kicliter, exhibiting scratches and bruises she said she received while running in the woods behind the residence. Kicliter, exhibiting signs of intoxication, denied abuse and declined medical attention, and was told to retire indoors for some rest. At 8:11 a.m., the male summoned police back to the residence via 911. Kicliter had driven from the scene prior to police arrival, but was located at Northridge and Pinnacle. She was arrested for public intoxication and transported to the jail.
