Advised by dispatchers of a reckless southbound driver on W.P. Malone Drive, an officer located the described vehicle in the northern entrance of Arkadelphia Plaza. The vehicle wasn’t parked and was partially blocking the entrance. Approaching the vehicle, the driver — identified as Chloie Virginia King, 25, of Arkadelphia — was looking down and concentrating on something in her lap. The officer also observed that a small child was improperly secured in a child safety seat, and watched King as she separated pieces of marijuana and loaded them onto a smoking device crafted from a Red Bull can. Contact was then made with King, who was adamant that she was only preparing the bud to smoke later. King was arrested for possession of a controlled substance and endangering the welfare of a minor. A relative arrived and took custody of the child. Police seized the 6.6 grams of marijuana and smoking device, and the vehicle was towed from the scene.
