Paramedics were summoned to the scene and loaded the subject into an ambulance, where they discovered a soft hand restraint on his wrist. Back inside the apartment, the officer located the other half of the restraint. It was learned through speaking with paramedics that the other male, 61-year-old Charles R. The driver, identified as Montego Ramon McClure, 33, admitted that he was attempting to evade the officer when he pulled into the carport of an unknown residence. Detecting the odor of alcohol, police administered a portable breath test that showed a BAC above the limit, and transported McClure to the jail for field sobriety tests due to the snow and ice on the ground.
