
As of April 1, there were 338 people listed as Clark County inmates by the state Department of Corrections website.
There are 3 more Clark County inmates in the prison system in April compared to March. The inmates are distributed among several institutions throughout the state.
The total includes 316 men and 22 women. There are 168 black inmates, 165 white inmates and five of other races.
The following Clark County inmates have a parole- or transfer-eligible date in April 2024, although there are several factors that could affect any individual release for months or years.
James Lamonte Bankston Jr., 29, is serving an 8-year sentence at the Delta Regional Unit in Dermott for the 2023 convictions of fleeing in a vehicle and theft of property. Bankston, driving a vehicle reported stolen in the Gurdon area, fled from Caddo Valley police on Interstate 30, leading an officer on a pursuit from the 78 mile-marker to Exit 97 at Malvern. Bankston then fled on foot and was located at the Love’s Truck Stop where he was apprehended. Bankston’s criminal history includes a 2018 robbery conviction in Pulaski County.
Rodney Harrison, 64, is serving an 11-year sentence at the Wrightsville Unit for a pair of 2022 convictions of fleeing in a vehicle causing substantial danger or death and possession of a controlled substance with purpose to deliver. Harrison, the target of a drug trafficking investigation involving a confidential informant, Harrison led police on a pursuit Oct. 27, 2020, from the Ouachita River bridge and through the campus of Ouachita Baptist University. During the chase of various speeds, the Sparkman drug dealer tossed bags of crack cocaine from his vehicle. He ultimately surrendered near the college’s practice fields.
Wesley Kitchens, 41, is serving a 4-year sentence at the East Arkansas Max Unit in Marianna for a pair of 2023 convictions in Faulkner County for fleeing and theft by receiving. Court documents in that county say Kitchens, of Quitman, led police on a high-speed chase in a stolen vehicle. The chase involved Arkansas State Police and ended in Pulaski County. Kitchens has a prior conviction in Clark County on the charge of theft of property.
Milton E. Nelson, 62, is serving a 5-year sentence at the East Arkansas Regional Unit in Brickeys for a 2023 conviction for being a felon in possession of a firearm. The charges stemmed from a March 9 incident at Elliston Place Apartments in which a female told police Nelson had pointed a firearm at her. Police would later find the firearm in the trunk of a vehicle whose owner said Nelson instructed him to conceal it before officers arrived at the scene of the initial incident. Nelson at that point was on probation for a 2019 conviction of fleeing, when he led an Arkadelphia officer on a chase from 11th and Caddo streets to Highway 7 near Manchester Road.
Zachary Smith Jr., 36, is serving on the Mississippi County waiting list to serve a 3-year sentence for a 2023 conviction in that county, where he failed to register as a sex offender. Smith has a prior conviction in Clark County for a 2010 case of manufacturing/delivering a controlled substance.
Bruce Tyler Spears, 31, is serving an 11-year sentence at the Northwest Arkansas Unit in Springdale. Spears was sentenced in 2021 for convictions of residential burglary, theft of property and possession of a firearm by a certain person. Spears was named as the suspect in a 2020 burglary report at a deer camp in a rural area west of Alpine. Among the items reported stolen were a handgun. Spears had prior felony convictions for a theft-related case in 2019.
Rodney Stuckey, 68, is serving a 40-month sentence at the Randall L. Williams Correctional Facility in Pine Bluff for convictions of possession of a controlled substance and possession of drug paraphernalia. Stuckey was arrested during a June 16, 2023, traffic stop in Gurdon where a marshal located marijuana and meth on Stuckey’s person. Stuckey has three previous criminal history dating to 1991.
Steven Walston, 48, is serving a 2-year sentence at the Ouachita River Correctional Unit in Malvern for convictions in Howard and Garland counties; his charges were breaking or entering and forgery, respectively. Walston served probation in Clark County for a 2013 conviction of theft by receiving.
