Clark County inmates held in the Arkansas prison system

As of June 1, 2025, there are 313 people listed as Clark County inmates by the Arkansas Department of Corrections website.

There were two fewer Clark County inmates since the last report. The inmates are distributed among several institutions throughout the state.

There are 21 Clark County inmates serving a life sentence or life without parole, and one Garland County inmates on death row who served probation in Clark County in the 1980s.

The total includes 288 men and 25 women. There are 155 black inmates, 154 white inmates and four of other races.

The following Clark County inmates have a parole- or transfer-eligible date in June 2025, although there are several factors that could affect any individual release for months or years.

Ezekiel Agrippa aka Freddi M. King, 44, is serving 21 years at the Cummins Modular Unit for theft-related charges in Pulaski County, where he was convicted in 2025 and sentenced in February. Agrippa/King had a 2018 conviction in Clark County for forgery.

Jazimine Arnold, 28, is serving a 6-year sentence at the McPherson Unit in Newport for a 2021 conviction of aggravated robbery. In January 2021 Arnold orchestrated the armed robbery of a Pizza Hut delivery driver. Her boyfriend, Davion Richardson, carried out the robbery. The masked Richardson produced a long knife and demanded the driver hand over his money bag. The driver was able to flee without bodily harm. Richardson was also convicted for his involvement, and will be eligible for parole in February 2026.

Joann Hughes-Fischetti, 43, is serving 4 years for convictions of theft-related charges in both Clark and Hot Spring counties. Hughes-Fischetti was sentenced in 2023 in both counties.

City Rector, 43, is on the Clark County Waiting List to serve a 10-year sentence for failing to register as a sex offender. Rector was convicted and sentenced in May 2025.

Joshua Rutherford, who turns 43 in June, is serving a 3-year sentence at the Grimes Unit in Newport. Rutherford was sentenced in February 2025 for drug possession and failure to register as a sex offender.

Christopher Spears, 44, is serving a 20-year stint at the Wrightsville Unit for commercial burglary and theft of property. Spears was sentenced in January 2024.

Samuel D. Ward, 54, is serving 22 years at the Grimes Unit in Newport for theft, robbery and failure to appear in Saline and Pulaski counties. Ward has prior convictions in Clark County for a 1997 drug case.

Cornelius K. Waters, 34, is serving 10 years at the East Arkansas Max Unit in Marianna. Waters is serving time for convictions of drugs and firearms charges in Saline and Garland counties. He has prior Clark County convictions for a 2009 case of robbery and battery.
