5 Clark County inmates eligible for parole in July

As of July 1, 2025, there were 310 people listed as Clark County inmates by the Arkansas Department of Corrections website.

There were three fewer Clark County inmates since June. The inmates are distributed among several institutions throughout the state.

There are 21 Clark County inmates serving life sentences or life without parole, and one Garland County inmate on death row who served probation in Clark County in the 1980s.

The total includes 285 men and 25 women. There are 154 black inmates, 152 white inmates and four of other races. 

The following Clark County inmates have a parole- or transfer-eligible date in July 2025, although there are several factors that could affect any individual release for months or years.

Charles Bailey, 40, is serving 24 years at the Varner Unit in Gould for drug possession charges in Hot Spring County, where he was sentenced in 2023, and a 2007 rape case in Boone County. Bailey served probation in Clark County in 2005 for theft and fraud charges.

Lonna Rochelle Ingemi, 37, is serving a 12-year sentence at the McPherson Unit in Newport for an April 2025 Garland County conviction of possession of drug paraphernalia, as well as a slew of former drug-related convictions in Montgomery and Clark counties, where she was convicted in 2019.

Jonathan Love, 39, is serving 5 years at the Ouachita River Correctional Unit in Malvern for a January 2024 conviction of residential burglary in Jefferson County, as well as a previous Clark County conviction of breaking or entering, for which he was charged as a habitual offender in 2023.

Jamar Lee Marks, 42, is serving 5 years at the Wrightsville Unit for a Clark County conviction in November 2024 for possession of a controlled substance-meth/cocaine and charged as a habitual offender. Marks also has three other drug-related convictions in Clark County dating to 2010.

Chandra L. White, 39, is serving a 6-year sentence at the Washington County work release program for a Clark County conviction of possession of a controlled substance. She was sentenced in August 2024.
