The Columbia County Quorum Court had some reactions but no ideas about what can be done about animal control, or animal spaying and neutering, after a plea for help from the Columbia County Animal Protection Society.

Clistie Utley, CCAPS shelter manager, told the court Monday, April 14, 2025 that the situation is dire, with the number of animals in Columbia County needing help.

“It is an enormous public health safety problem and it is beyond anything we can deal with,” Utley said.

Justice of the Peace District 4 Penny Cook told Utley she understood the problem but was unclear with what could be done about it.

“There are some vicious dogs out there, and I know we have addressed it several times, even 10 years ago,” Cook said. “We’ve definitely looked at it, but it is limited over to what we can do countywide.”

Mike Loe, District 11 Justice of the Peace, and former longtime sheriff, said he didn’t want current Sheriff Leroy Martin to have to deal with this problem.
