Clark County inmates currently held in the Arkansas prison system

As of May 1, there were 331 people listed as Clark County inmates by the state Department of Corrections website.

There are 7 fewer Clark County inmates in the prison system in May compared to April. The inmates are distributed among several institutions throughout the state.

The total includes 310 men and 21 women. There are 167 black inmates, 160 white inmates and four of other races.

The following Clark County inmates have a parole- or transfer-eligible date in May 2024, although there are several factors that could affect any individual release for months or years.

Neil Frazier Jr., 40, is serving a 4-year sentence at the East Arkansas Regional Unit in Brickeys for probation revocation. The target of a Group 6 traffic stop for not having a license plate, Frazier was arrested in 2020 at the Amity Dollar General parking lot and found to have meth and paraphernalia in his pocket. Frazier was charged accordingly; he had been charged earlier that same year for failing to register as a sex offender. He was sentenced to prison in 2023.

Stephen Hawk Fries, 31, is on Benton Work Release to serve a 15-year sentence on 2021 charges of second-degree battery. In 2021, the Gurdon resident attacked another male with what was reported to be a homemade spear, striking him in the head then retreating to the woods. Fries was sentenced in 2022.

Joseph Harper, 41, is serving a 2-year sentence at the Ouachita River Correctional Unit in Malvern for a drug possession charge. Harper was arrested in November 2021 at Pioneer Inn after police found him to be in possession of meth and paraphernalia. Harper had been in the company of another individual who had taken a vehicle without permission from the motel resident. Harper’s new offense violated conditions of probation from drug charges in Union County. He was sentenced in 2023.

Debbie Sherwood, 58, is serving a 3-year sentence at the McPherson Unit in Newport for a 2023 drug possession charge. Court documents say the Donaldson resident was arrested in July of that year after Arkadelphia police were summoned to the AT&T parking lot one afternoon for a report of a lady sitting in a laundry basket and yelling. Arrested for public intoxication, Sherwood was transported to the Clark County Jail, where jailers found meth, marijuana and paraphernalia in her belongings.

Earnest D. Stuckey, 39, is serving a 2-year sentence at the Randall L. Williams Correctional Facility in Pine Bluff. After threatening a person in Gurdon that prompted the victim to phone 911, Stuckey would soon lead police on a high-speed chase along backroads near the Curtis community in March 2021. The vehicle pursuit ended on the dead-end Sweet Gum Road when Stuckey exited the vehicle and ran into the woods. Police later obtained a warrant leading to his arrest. He was sentenced in January 2024.
