As of Sept. 1, 2024, there were 333 people listed as Clark County inmates by the Arkansas Department of Corrections website.
There are three more Clark County inmates since August. The inmates are distributed among several institutions throughout the state.
There are 22 Clark County inmates serving life sentences or life without parole.
The total includes 311 men and 22 women. There are 164 white inmates, 163 black inmates and six of other races.
The following Clark County inmates have a parole- or transfer-eligible date in September 2024, although there are several factors that could affect any individual release for months or years.
William A. Bailey, 48, is serving 5 years at the North Central Unit in Calico Rock. Bailey’s latest conviction was in 2023 in Pike County for charges of Possession of Drug Paraphernalia. Bailey has been incarcerated multiple times for charges related to drug possession, theft, fleeing and possession of a firearm by a certain person. Each charge originated in a Southwest Arkansas county.
Michael L. Balch, 51, is serving a 4-year sentence at the Delta Regional Unit in Dermott. He was convicted in February 2024 on the charge of Possession of a Schedule I/II Controlled Substance (habitual) and failing to register as a sex offender from a 2020 case.
Blaze Burdine, 27, is serving 6 years at the Wrightsville Unit for theft and firearm possession charges in Dallas and Calhoun counties. Burdine was sentenced in 2022. She had served probation in Clark County in 2021 for drug-related charges.
Richard E. Gates, 55, is serving a 15-year sentence at the Grimes Unit in Newport. Gates’s latest conviction is from a 2022 case in Hempstead County for Possession of a Controlled Substance with Purpose to Deliver, along with a 2021 Clark County charge of failure to register as a sex offender. Gates has had multiple past convictions, mostly in Howard County, for failing to register and drug-related charges.
Joshua L. Hicks, 43, is serving a 20-year sentence at the Tucker Unit. Hicks was sentenced in 2023 for separate charges in North Arkansas related to Breaking or Entering and Commercial Burglary. Hicks had a prior Breaking or Entering conviction in 2018 in Clark County.
Joseph C. Ioup, 52, is serving 7 years at the Varner Unit in Gould, convicted in three separate Saline County cases that included charges of arson, aggravated assault, terroristic threatening, fraud and criminal mischief. Ioup had served a prior probation sentence in Clark County.
Benjamine Leal, 31, is serving a 10-year sentence at the Pine Bluff Unit. He was sentenced in January 2023 for Possession with Purpose to Deliver Meth/Cocaine between 2-10 grams.
Tobey Marshall, 31, is serving 20 years at the North Central Unit in Calico Rock. He was convicted in 2019 in two separate cases in Clark and Nevada counties. In 2018, at Pioneer Inn in Arkadelphia, Marshall robbed a man at gunpoint and held him for ransom. The victim was able to free himself after a brief struggle. Marshall was apprehended within minutes of the incident. He was convicted on charges of Robbery, Kidnapping and Terroristic Threatening. In 2019 Marshall was charged in Nevada County for Battery-2nd Degree and Furnishing Prohibited Articles.
Kenneth R. Ross, 59, is serving 3 years at the Ouachita River Correctional Unit in Malvern. Ross was sentenced in February 2024 for Failure to Register (probation revocation) and Registered Sex Offender Residing Near a Certain Facility (probation revocation).
Adrian B. Thrower, 32, is serving a 20-year sentence at the Delta Regional Unit in Dermott. Thrower was sentenced in May 2023 for convictions of several theft-related charges and Terroristic Act (probation revocation).
Stacy Williams, 61, is serving 7 years at the Varner Unit in Gould. Williams was sentenced in July 2023 for convictions in Columbia County of failing to register as a sex offender (habitual). Williams had prior probation history in Clark County for failing to register.
