Pardon granted for local theft conviction

The Arkansas Post-Prison Transfer Board met in May 2024 and made the following recommendations pertaining to pardons and commutations:

In Clark County, Michael Brumley was pardoned for theft of property.

A recommendation for a sentence commutation was denied for John Carr, a Clark County rapist who was sentenced in 2004 to a 40-year prison term on charges of second-degree sexual assault and rape.

A Dallas County man, Korey Rabion, was denied commutation for a 95-year prison sentence for a 2015 charge of negligent homicide and failing to stop at an accident involving death. Rabion killed two people, Wayne Thompson and Ashley Webb, in a drunken head-on collision on state Highway 128 between Sparkman and Holly Springs. Rabion left the scene on foot and was later captured at a residence in Bearden.

A pardon is an act of forgiveness issued by the governor for a crime that has been committed. Pardons are issued to incarcerated or freed felons.

A commutation is a reduction in a court-imposed sentence; it could mean either a lesser prison terms or a reduction in sentence to time served.
