There are four Arkansas Department of Correction inmates serving prison time for felonies committed in Clark County who are eligible for parole or transfer to another facility in February 2023. The Arkadelphian includes photos when they are available. They are:

Terry Joe Cox

Terry Joe Cox, 49, is serving a nine-year sentence at the Tucker Unit for a pair of 2021 drug possession convictions. Cox is named in two separate affidavits: one notes he was arrested Aug. 13, 2021, after two people overdosed on narcotics on Red Hill Road, and again on Aug. 29, 2021, after a traffic stop at state Highway 53 and Interstate 30 revealed he was in possession of methamphetamine. He has been incarcerated in ADC five times. Cox becomes eligible for parole or transfer to another facility on Feb. 25.

David Hill

David Hill, 46, is serving a 20-year sentence at the Randall L. Williams Correctional Facility in Pine Bluff for a pair of drug and theft convictions in Nevada County in 2022. Hill has prior convictions in Clark County (2010) for theft, drugs and possession of a firearm. This is Hill’s ninth incarceration in ADC. He becomes eligible for parole or transfer on Feb. 10.

Christopher Price

Christopher L. Price, 37, is serving a 10-year sentence at the East Arkansas Regional Unit at Brickeys for a 2022 conviction of breaking or entering, as well as drug charges in two other counties. An affidavit indicates that Price was arrested near the 72 mile marker of Interstate 30 in January 2022 after a state trooper found him at the scene of a burglarized vehicle that had been left on the side of the highway. Price, who is serving his sixth incarceration at ADC, becomes eligible for parole or transfer on Feb. 26.

Joshua Thomas

Joshua Thomas, 44, is serving a six-year sentence at the Grimes Unit in Newport for a 2022 conviction of firearms possession in Pike County. Serving his fourth incarceration at ADC, Thomas has a prior conviction in Clark County for a 2007 case of felony domestic battery. An affidavit indicates that Thomas was arrested in Gurdon then for pulling a woman’s hair out while trying to remove her from a vehicle. He becomes eligible for parole or transfer on Feb. 22.

There are 319 inmates with Clark County convictions currently incarcerated in ADC. Of those, 23 are serving life sentences.
